Founder's Arena Construction

I went on walkabout on the Test server yesterday and found something odd. The other Arenas had been fully constructed, but this waas in Founder's. Why was the Construction site left?

There's another construction site in Steel Canyon too.

And there's a third, but its in a zone that is not yet reachable.

Sneaky sneaky sneaky! And because everyone is so busy with Arena, they are noticing changes like this are they?

That's not an arena. You might want to pull out your 4-square cap, because that's the University. You know... where you'll learn your non-combat skills. Eye
