I guess I misunderstood the comment CuppaJo had made on the forums, it seemed to me that they would have an "extended leave" type option in place when the name release plan went into effect.

Ok that seems to have done me inn...
I sent another email to em kindly asking them if it were possible since I were in no position to pay for a service I would not use for 8 months
this is what they replied.

Ok..by then it might already be to late I think it's alreadt 1 or 2 months into not being active since I earn a whooping 120nok a day (18.3644 USD) I cannot really afford the game...

The policy that circeus mentioned is not in place yet.

They said they are working on a policy in cases like this.

Thank you for contacting City of Heroes customer support. In regards to your question, here's how the Character Name Policy Change works:

If your account remains active and paid for, or has been inactive for less than 90 days, your characters' names will remain reserved for you.

If your account goes inactive and remains that way for 90 consecutive days, the names of any characters under level 35 will go to unreserved status. When this happens, those names will be available for other players to choose when they create new characters. If after 90 days you re-activate your account, each character you have whose name is unreserved will need to be logged in individually in order to transfer their names back to reserved status.

We hope this has helped clear up any confusion. Please let us know if you have any further questions.

Can you get online at all?

If so, I'd hit http://support.cityofheroes.com/

and log into your account there (you should have set this up when you subscribed to the game in theory). Then just enter a petition on getting an exception.

I really think that if you explain your situation you'll be fine.

I can't see that they'd go whole hock about proof.

However..I do not have a digi cam nor any email from an officer..neither an scanner to show off my ID card. And basically I do not think my Captain will write an email just for something like that =S

Do you have a military ID or Paycheck?

Perhaps an email from a commanding officer?

There will be provisions made for military personnel on extended absenses. So, if you can, you may want to contact support and let them know you qualify.
