Origin

Of the street gangs that run wild in Paragon City, most people are familiar with the Hellions, petty thugs who became dangerous after the rise of the superdyne drug. Like their rivals, the Skulls, the Hellions sometimes reveal powers rivaling those of the heroes of the city. That, along with the use of superdyne, often keeps their members in line.

Magnus Eisgrim never wanted more than to leave the slums of King's Row. He followed his older brother into the gangs, where he quickly moved up through the ranks and eventually led a small group of ruffians as one of the The Damned, addicted to the same drug that they peddled on the streets. Then the Rikti came, and Magnus realized that the whole city was a slum in the greater scheme of things, and that one needed a much higher purpose in life. As Magnus's only skill and ability was to channel his anger into flame, he decided that the ones that needed to burn were the aliens themselves. But first, he had to reinvent himself.

Taking a new alias, Magnus become Hellstrom, the fear of the Hellions as their own powers were turned against them. In doing so, he discovered untapped potential in himself and learned to control the winds of change. Hellstorm has intimate knowledge of how the street gangs work, which was fine when his missions only took him to his old hangouts, but as he has become more trusted by agents in the city, he's been forced to go farther afield, often with help from his newly adopted gang, the Avatars of Justice!
